Colibri VF61/Carrier RESET OUT always on?

Hello, I am working with the Colibri VF61 and the Carrier board, however I am having trouble booting the board. When i plug in the power source and press ON/OFF, the RESET OUT# LED stays on RED, regardless if I press RESET or not. When I try to plug the board into a monitor via VGA-HDMI converter, nothing shows up. When I connect board to a terminal through USB B (after setting the proper jumpers for JP17/JP19) nothing shows up in the terminal (for 9600 or 115200 baudrate). I don’t see any forums that explain what this means.
