I had the same issue with Torizon IDE extension V3.5.0 not properly activating. I tried updating my TorizonCore Builder extension through VSCode and it would not update.
I had to manually update TorizonCore Builder using the code @matheus.tx has provided above to force the update to TorizonCore Builder. After the update and reloading VSCode, everything seems to work.
