Hi we require wince7 SDK for visual studio 2010 in the site you have provided sdk for VS2008 but for vs2010 it is not supporting smart device option is not getting enabled so i request you to provide the sdk of wince7 for vs2010.
Visual Studio 2010 does not support any kind of Windows CE development.
For version of CE up to CE 7 you need to use VS2008, for Windows Embedded Compact 2013 you can use VS2012, 2013 and 2015, even if VS2015 seems to have many debugger-related issues.
