Good question, however, it would rather need to be posed to the PCI SIG or SoC vendors. Fact is that e.g. most Ethernet or USB controllers work quite universally probably by keeping that mapped stuff reasonably small maybe using some kind of paged buffering mechanism internal to the particular device.
