CPU 1-3: Shutdown

I have Apalis_T30_LinuxImageV2.6_20160331
and after boot i see this message

[   22.433380] CPU1: shutdown
[   24.433452] CPU2: shutdown
[   26.434472] CPU3: shutdown

If i try to start core in manual mode

echo 1 > /sys/devices/system/cpu/cpu1/online

root@apalis-t30:~# echo 1 > /sys/devices/system/cpu/cpu1/online
[  583.149716] CPU1: Booted secondary processor
root@apalis-t30:~# [  583.158446] Switched to NOHz mode on CPU #1
[  583.239636] CPU1: shutdown

How i can start all 4 core on maximal freq and disable powersaving function.

Please note that without an active cooling solution one can not just disable thermal throttling on T30 and run at the full frequency.
