I’m afraid VS2017 does not support application development for WEC2013 (Windows CE 8).
The latest version you can use is VS2015.

Did you install the Application Builder for VS2017 or VS2013? (VS2017 does not support the Application Builder).

i have both visual studio 2017 and 2013, difference computer, and i tried on visual studio 2013 doesnt have the features of window ce after install AppBuilderSetup_VS2013_v60801

You also need to install at least one SDK. You can find our SDKs on the developer website:
After installing the SDK, you can create a new Windows CE project it in VS2013 (Templates → Visual C++ → Windows Embedded Compact or Templates → Visual C# → Windows Embedded Compact)

and .net CF, it’s working fine
for Silverlight you have to use visual studio 2008
May i know it should be install in the PC with OS Windows Embedded Compact 8? If im currently using window 7 or 10 can use Windows Embedded Compact SDK?

VS2008 does not support to be used for any Windows CE 8 (WEC2013) applications, neither native nor .NET applications.

Your development machine should always be a PC running Windows 7 or Windows 10 (not Windows Embedded Compact 8).
The problem you describe is a Microsoft bug. To solve it, you need to install the updates for Windows Embedded Compact 2013 on your PC. Please refer to the following Microsoft article for details:
