In my tcbuild.yml, what should we specify as the “release” and “build date” for the build 8 release?

Are you trying to build Torizon or TEZI? I assume Torizon, since tcbuild.yml is used with TorizonCore Builder and can only be used for building a Torizon image.

For Torizon 7.4.0, you probably want build 28, with a build date of 20250725, and release: monthly.
