You did it all correct. To verify the effect, you can run the Toradex Task Manager V1.9 or higher. In the Performance tab, it shows which cores are turned off.
Side Note: We will release the WinCe image V2.2b2 in the next days. This version will include more dynamic power saving features (e.g. dynamic RAM clock frequency) which leads to largely reduced power consumption in low-load conditions.
